You didn't indicate if you live where there are ticks.  With all the Calif 
rain, the ticks are out early, etc.
Try Cortizone on the affected area.  It calms down the itch and keeps him from 
turning himself into a hairless horse.
For restoring his tail, etc, try Shapley's Main - Tail - Groom.  MTG.  I got 
mine at American Livestock Supply in Madison, Wis, and it really works.  My 
gelding rubbed off a fair part of his mane and I thought I was looking at years 
of recovery of hair.  Within 4 months, you could barely tell he had done 
anything.  I was impressed...
