Most boarding agreements that I've had (as a boarder) include a stableman's lien.  Do you have a written agreement with her?  I would call her back and tell her that the horse isn't going anywhere unless she shows up with a  BANK CHECK for the $2,800.  I don't know if a stableman's lien is a state law that doesn't require that it be written into your boarding agreement.  Maybe there are some lawyers here that can chime in on the subject.
