I have two of just such carts.  One time the tub part cracked on one of them and I was able to order a new one through my feed store.
Nasco (www.eNASCO.com or 1-800-558-9595) has something quite similar only with solid metal wheels and slightly fatter tires at $178.75

Twenty years ago I purchased a manure cart that was in  two parts.  One plastic holder that fit into an aluminum frame on 20 inch bicycle wheels.  I am now trying to locate where I can buy a new one.  Anyone know of a manufacturer.
