Be proactive!  Don't try to convince the woman of anything - simply 
tell her your concerns "I do not want this woman to be kicked by 
Irish and hurt, nor her horse kicked and injured by Irish." then tell 
her  you will be carrying a spray bottle that will reach 6 feet, and 
to discourage her horse from its behavior, you will squirt her horse 
in the face (use plain water for this).  Too bad if the squirt 
happens to reach the woman's face!  Say it with a smile - not with 
anger or any negative emotion.  While you're at it, you can train 
your horse to be sprayed all over from the saddle - a useful trick 
for hot, dry days.
