Another way to improve the walk without losing the proper cadence is something 
my instructor calls a "wiggle walk"

You'll need a dressage whip for this.  Start out walking, pay attention to keep 
your hips loose and your lower legs just lightly on eht barrel of the horse.  
Now, keeping your upper legs loose, squeeze ever so slightly with your lower 
legs only and then immediately go back to neutral.  If he/she steps off smartly 
good, if not wiggle the whip out to the side.  If after the wiggle they step 
off good, go back to neutral.  If not then tap smartly with the whip.  They 
should step off quick well after that if not repeat all the steps above until 
you get them to step off with just the lightest squeeze.  You have to make sure 
you are only using your lower legs, don't squeeze anything else.
