CA so I have never run into this problem however I have seen a few freeze free watering troughs for horses surfing the web. None of them look like traditional water tanks and they are non electric which might solve two problems at once. Your horses may drink from them because they are not like the standard tanks your horses are now leary of and they are freeze free as well.
