Its being held somewhere else where we can't CONTROL IT. Um, the WEC can go anywhere in the world that will put on a bid to host it. The one prior to this was in Spain. The first time the UAE ever hosted it was in 1998. The USA hosted it in 1996, and has hosted it in various places previous to that. It has been in Sweden, Italy, The Netherlands, and I forget where-all else. Next one is in Germany. If you want it here, get together an OC and put in a bid. I'll forewarn you--it is a big job. I had the inclination to do that for a Pan-Am--and it was quite a project. OTOH, our little local group pulled it off. It is do-able, but it takes a lot of elbow grease, a lot of dedication, and A LOT OF FUND-RAISING. Don't gripe about its not being here unless you're willing to step up to the plate and help host it...
