Hi there: USDA-NRCS is a FREE resource that not all horse people are aware of, with service centers and resource professionals nationwide. They make recommendations and can help you develop managed grazing plans, which, in your case, would include incorporating grasses into a pure legume stand, fencing the acreage into paddock, establishing watering system, etc.
 
Also, there are a number of cost-share and incentive programs available to eligible landowners, to help, for example, implement intensive or improved grazing management plans by paying for a portion of the fence, seed, watering systems, etc. These programs are tailored to suit local resource needs.......such as improving water quality, soil quality, air quality, etc. Open this link and click on your state to find a Service Center near you.
