This sounds like Old Miner's Days in Big Bear Lake.In
the 1950's wild burros were rounded up in the desert
and brought to Apple Valley where the 3 day race
started.  All burros wore a pack but I don't recall
any required gear or weight to be carried.As I recall,
it was one day on the desert flats, one day going up
the mountain and the last day was a sprint from Big
Bear City into downtown Big Bear Lake. Burros were
assigned by luck of the draw and some years a differt
burro was raced each day which gave everyone a chance
to draw a good one (or a bad one LOL.) I ran this race
several years as a young teenager and this was my
intoduction to the wonderful world of long ears.
In 1978 we adopted our first of two BLM donkeys and
our world has never been the same. We still have our
first two burros, two of their offspring and 11 mules.

I live in the mountains in So. California and every
year there is an "Old  
Miners Day" celebration with a parade, etc. For
several years they had what they 
 called burro races, exactly like you have
described. The burros were not 
very  tame and the people had to run (if they could)
and lead the burro on a  
designated trail to the finish line.
 
They don't do this anymore... the problem with this
was that most of the  
burros were just turned loose after the event. There
were herds of wild burros  
all over the place and they were causing traffic
accidents, chewing up people's 
 landscaping, chewing on cabins, etc. BLM finally
rounded them all up and 
took  them away. A few escaped and I run into little
bands of them every once in 
a  while when I'm out riding.
