Most don't take 'hints'.  Really need something with more bite.  One national park in TX has the people who want to ride, etc, sign for the park for the time they will be using it and are resposible for trash etc.  HOWEVER, it then sort of closed the trails to others so was only limited in effect. 
 
Wonder if some sort of 'trail adoption' system like the highways where groups say they will keep the trails up?  Seems to me that is someone sees the person doing the trashing, they should be able to report it, ie take name, etc and report to officials and get them fined.  
 
But then how much regulation is needed or wanted?

but by the end of deer season, the woods looked like a giant latrine.  There was human waste and toilet tissue everywhere.  I kept wondering, "Who raised these people?"  I considered a letter to the editor of the local paper, but I doubt it would reach the right readers.
