Could it be the horse's records in these other countries are showing that they 
are better horses?  Do they have a better base of training than the US horses?  
In the international rides are these countries placing higher than the US 
horses/teams?  If I was out to purchase the best, I'd go where the best horses 
are, political policies or not.
