Another complication.  Somehow, you have to estimate the actual maximum
amount of weight and declare it (to DMV, I guess).  If you go over that
maximum, you get a stiff fine.

The CHP officer I talked to thinks that a flatbed with a maximum GVCWR of
23,400 would have to have a log.  The med certificate is a new wrinkle.  He
also did not think it would be a problem if I could keep the pickup bed.

Another option for me is to change out the Dexter axles to raise the whole
trailer.  I'm reluctant because I have an arthritic older horse and this
would make the ramps a lot steeper (not to mention the major expense of
changing perfectly good axles that weren't cheep to start with).

I believe it is Federal law that requires states to
require a class A license for anyone pulling a trailer
over 10,000 lbs GVW. This is not a commercial license
and a med certificate and log books are not required.
In NC the powers that be have determined that a horse
trailer with full living quarters is not an RV. It is
classified as a cargo trailer and legally should cross
the scales but the weigh stations really don't want to
be bothered by us.
One other thing to keep in mind, at least in NC, is
that your truck must be licensed for the combined
weight of your truck and trailer combined.
