Of course, they are responsible. But they have only so many resources. They ordered a mandatory evacuation before the storm. Key city personnel stayed on.. police, paramedics, fire fighters, engineers put themselves in harms way to do what they could.
 
But the problem was far bigger than could be handled at a local level. I don't think that's very difficult to see.

I do hold our Commander in Chief ultimately responsible for the failure -- he should have been in charge of this from Day One - last Sunday, when it was known the cat. 5 storm was targeting the area.  He took too long to get started, and it's inexcusable.
