Seems to me that the one thing we should not
eliminate is research grants. Research regarding trails can give us the
ammunition to fight our local battles to keep trails open to horses, and
research regarding our horses is what we need to protect them (and ward off
those who would stop us from committing the "cruelty" of distance riding at
all.
