I have to agree and I don't read Scientific American. The LOCAL authorities [upon whom the greatest burden is incumbent both before and after a disaster] KNEW this could be an issue.
 
Really, the break of the levees has caused the biggest problems. Other areas hit by the hurricane are destroyed, yes, but do not have the issues of being flooded out of their homes, walking in diseased water, etc etc ON TOP of the destruction of the hurricane. If it were not for the levees breaking, how different would this be from Andrew, Hugo, etc?
