I'm sorry but I don't think that it could be -10 C and raining because
0 C is the freezing point of water.  There must be something out of
whack with these temps.

No, it just means there is a warmer layer above where you are that is
producing the rain.  Freezing rain is nasty stuff--it comes down as rain,
but freezes when it hits the colder temps on the ground, and coats
everything with ice.
