Had you by any chance used heavy fly spray on your horse with the welts? I 
discovered that my horse is not only allergic to most chemical sprays but also 
to cedar wood oil in many "natural" sprays because about a day after applying a 
heavy coat of spray she was also covered with welts which went away in about a 
day.
