Not really, UMECRA rules call for a 10 minute p/r.  At that time you 
have to meet 40 or you get a penalty.  

My endurance horse with 3000+ miles and 7 100's vets in at 44, always
has. A *far* less talented endurance horse I competed had a resting pulse
of 28.  I attribute it to the first horse is awake and anticipating going
down the trail. He likes it. The horse with the lower pulse was not
enthusiastic at all. I think dread lowers the pulse. >g<
