I'm probably wrong here, but I always thought it was a twofer. #1, when a cowpoke was riding range hunting up strays, it would be easier for him to see any lurkers in the underbrush if his pony's head carriage was low, and #2, when they found a steer, if the pony's head was down so they were eye-to-eye, the pony would be more intimidating so the steer would move off more easily.
