Here is SoCal, both horses get an all over hose wash after every ride in the hot months. Never had a problem. When it is 100, and your horse is miserable with sweat everywhere, they think that water is a welcome cool off. I untack, pick feet, wash under first and up and over everything after that.

I wouldn't use cold water in cool conditions, but you don't need to use cold water in cool conditions. In hot sticky conditions I would I have no problems pulling tack and pouring water over the entire horse. In really hot conditions I would have no trouble using ice on the neck after pouring water over the entire horse.

Of course like any "statistical based study," there can be individual variations and the key is to know your own horse and do what is best for him/her.
