Yes, the wet bandana, the bandana things filled with crystals that hold water, etc. all work great where the humidity is low, because it's the process of evaporation that causes the cooling effect.  Here in the SE, the wet bandana, etc. just turns into a hot wet bandana.  :(

It might work better out here in the drier west than in more humid places, but I've worn a soaking wet bandana around my neck or on my head to help keep me cool. I've also pulled the wet bandana up over my mouth and nose to breath through which is also cooling. Lots of folks out here attach a piece of cloth around the back of their helmets to keep the back of their necks cool. Depending on the fabric, wetting it really is nice! The self stick velcro run around the back of the helmet and on the fabric square is a really easy attachment.
