Try contacting a big lesson barn or breeder with indoor facilities to see what they do. Then go visit their arena when it is at its busiest to see how it performs under use. When I belonged to Ox Ridge Hunt Club in Darien, CT, back in the 50's, they applied some sort of oil to the ring every fall and sometimes again later in the winter. I think the footing was ground bark... pretty fine and would have been dusty without the treatment. Anyway, the process they used worked VERY well and that ring had to support 100's of riders over the course of 24 hrs, every day all winter (most of the lessons were late afternoon/evening when it was too dark outside).
