To answer the specific questions, if I had a horse that took 10 minutes
to return to 60bpm or less, that would tell me I had worked them WAY too
hard.

Gotta agree with Mike here.  I get really concerned if any of my horses
take more than 2-3 minutes to reach 60, even after training rides.  Did
have one horse that did this when we first started--he was obese, and in
retrospect, doesn't have the spiffiest of recoveries anyway--but it was a
very definite indicator that this horse could be pushed past his limits. 
Three years of riding had shown me that this horse is a reliable completer
if one goes slowly, but no amount of conditioning will give him the
potential that he doesn't have.
