I saw a mare once nearly break a leg getting a hind leg over one pipe and under another one. I don't know how she wedged herself in like that, but she did. It took some doin' to get her out and she was pretty gimpy for a while.
 
I have a pipe corral for my stallion, but he's 22 and pretty wise to things that can  hurt him.
 
If you use the pipe corral panels, I'd find a way to cover them. Even plastic construction fencing would make a good barrier to keep horses from putting their legs thorugh.

I have been using HiQual pipe shelters for the last 3-4 years and have been
very happy with them. I use them as run-in shelters for my 3 horses. I'm
not sure if there might be problems if the horses were cooped up in them,
but as is, they like them very much and have never had problems. (They do
like to play poke and bite through them which sometimes makes me nervous to
watch, but so far anyway, they manage fine.)
