Okay, like many things "over there," the person training/conditioning this horse most likely wasn't the rider.

 

Who was the trainer/management team for the drugged horse?

Did the rider know the ins/outs of what was being done to support the horse's effort?

 

Investigation might be an "interesting" thing, revealing even more than some would like to know.
