Before messing with any creek or wetland (your
cattail filled ponds are wetlands), check with your local authorities. In
many (probably all) jusistictions, you need special permission etc. to fool with
a stream, creek or wetland.
If allowed, the ponds may or may not respond to
deepening. If the bottom of the pond is a clay lining that holds the
water, digging could drain the pond into the sand/gravel underneath. If
the water table/ spring is feeding the pond from below, digging it out would be
OK.
Bottom line: In the 21th century find out the law
and get advice from a hydrologist before messing water. Both Mother Nature
and the Government get testy if fooled with.
