I also have a couple of shallow tubs just outside my
horse paddocks. I keep them filled with water for the birds, bunnies,
ground squirrels, etc. As long as I keep them filled, I have no
problems with anything drowning in the horse trough.

We just leave a piece of 2x4 wood (about 1 foot
long) floating in our tank.
