Nope, they wouldn't feel it.  Just as birds can sit on the power lines or even the electric fence wire and not get shocked.  As long as the only thing they are touching is one hot "line" and they aren't really close enough for the electricity to arc to something else to complete the trip to ground they wouldn't get shocked.
