We did it one of two ways.........Either mash the teeth down with a pair of pliers (then you don't need the teeth covers) Or put a piece of duct tape over the teeth and the covers to hold the covers in place.  We got tired of taping the covers on, so we finally threw them away and just mashed the teeth down and put a little piece of duct tape in there to to prevent any scratching to the hoof wall.
