I'd be willing to bet that within the FEI, this is not even a thought.

I think when there is no balance of value in a venue it is easy for competitors 
to also lose sight of one value over another.  When the completion and 
longevity are no longer respected or rewarded and only the "win" or breaking 
speed records" matter it is easy for those competing to also put little value 
on how long a horse is a viable partner.  It is only the moment's competition 
that matters not what the horse may be doing in a year or in 5 years.
 It is up to the promoters or organizing group (in this case FEI) to put value 
on longevity.  At this point they have not and I am not sure how it would be 
done.  A perfect example of de emphasizing longevity is the world wide ranking 
which ranks the rider not the horse.  IF 20 different horses can be used in 20 
races and this rider can still place in ranking it shows exactly what value the 
horse has is in competition...not an equal partner but a comodity.  Riders 
would value longevity when the competitions they enter put value on how long a 
horse will last.
