Isn't it the State Vets responsiblity to contact EVERYONE that is close
to  this mare?

Depends on what is "close." As Angie stated, 1/4 mile is about the top
range of a horsefly.  The state vet has a responsibility to see to the
quarantine arrangement, which is determined either by distance or by
having a bug-proof enclosure.

Having been "up close" to an "outbreak" in Oregon on the Warm Springs
Reservation, the primary concern was rounding up and testing horses that
actually ran loose and could be in the same herd--in over 8000 head tested
in that roundup, only 12 came up positive, and all of those were captured
in a very small geographical area.
