John Lyons recommends a full cheek snaffle to prevent this.  I have put curb
straps (straps not chains) on curb bits to keep them from being pulled
through the mouth.  Note that with a snaffle that does not have lever arms
the curb does not put pressure on the jaw.  English riders use a strap
(cavasan??) to hold the mouth closed.  I don't like that-but it does work.
