Some people buy from a reputable breeder a pet quality animal (cat, dog, etc) at a reduced 'pet' price, swear up and down they never want to have babies and take it home to add to their something less than a breeding program.  Some buy a pet quality animal (with papers) with a decent pedigree and use the papers to register litters out of multiple bitches, too...it's amazing what people will think of!
 
CFA (Cat Fancier's Association) handles 'pet quality' in the best way I've seen anywhere - anything that an ethical breeder breeds that does not meet the show standard for whatever reason (or if the buyer professes to 'never want to breed') can at least have any further offspring of it become ineligible for breeding by checking a box on the papers - Not for breeding purposes.  An x in this box when the kitten is sold means no matter what any kittens produced from this cat cannot be registered. I think it works..

not always a puppy mill.  i looked long and hard to find a male that would
compliment both of our bitches which were half sisters, i prefered not to
ship (have YOU shipped a bitch for breeding?  i did once and won't
again)  or to go to outside dogs.  part of the reason is because in my
breed (border collies a few years ago) there were not very many males that
had hips done and regular eye checks so once i found Mark  i didn't go out
for breeding.  we had maybe 6 litters of BC total, 3 by outside males and 3
with Mark.  those litters produced High in Trial obedience dogs, many with
agility titles,  one little girl set a new speed record for fly ball in CA
and may still hold that record, herding trial winners, certified search and
rescue dogs.  we sold on a 'back to me only if you no longer want or can't
keep it' contract.

i know what puppy mills are, i have a rescue from a puppy mill where
breeder was a world wide known breeder and exhibitor!

some very hard working individuals own both male and female and try to do
the very best job they can  many big breeders who send bitches out for
breeding don't care a whit for temerament, socialization, or helping pet
buyers who take their culls select the right dog for them, they just let
them pick willy nilly and take in the $$$ and run.

from a class standpoint i most often see better temperament and better
socialized dogs in class from backyard, family litters than i do from show
breeders.
