The leathers (not the proper western term, shows how long ago I thought I
was a cowboy) do slide through the saddle tree.  It is possible that you may
be able to move the buckles up or down so they don't bother you.  I suspect
that you are adjusting the stirrups much shorter than the maker intended.
Saddles are made with various length flaps, dependent on the expected leg
length of the rider.  Shorter ones could be purchased or your existing ones
shortened.
