Can't help with your title question, but I do have some experience 
with riding in buckle reins and western saddle pads.  (I use navajos 
under my english saddle).  I had a pair of cotton braided reins, and 
they would sometimes stretch out and become so long that they did get 
caught on the corner of my pad.  Depending on how stiff/heavy the pad 
was it was a problem at times (sorta like when you were standing on 
the poppers!)  When I use shorter reins, I don't have the problem.  
Depending on how long your horse's neck is and how slack you keep your 
reins, but you could probably do it.  

I like rope reins, the last one I made for myself was a single rope 
with snaps on the ends.  I'm thinking it would be safer to join two 
halves with sewn-on leather and a buckle or even velcro, in case I 
come off and the horse steps on the rein.

I have been borrowing my trainer's bridle with the English style 
buckle reins and really like them but she tells me I shouldn't use 
them with a westen saddle pad as they get caught up under the corners 
of them.  I haven't had a problem so far and I like their length, the 
grip etc.  See any problems with buckle reins for trail riding?
