There is nothing in how I read the AERC rules that prohibits this.  CTR rules do prohibit any help. 
 
One could argue that the AERC prompting rule would prohibit this, but I think it is a stretch.  There was no protest filed either with AERC or UMECRA. 
 
Since this is a rare thing, didn't (and probably could not) change the points awarded to other riders, I don't see any need to change rules to prohibit helping a rider finish a course.  The same horse and rider did complete all loops in the correct order etc.
 
In many of our western rides, where you are actually far from help, I would not be surprised if the rider had been loaded back onto her horse and a couple of friends walked her, and their horses the final 2 miles and received a completion.
