"(1) In General. - Any excess animal or the remains of any excessanimal shall be sold if -"(A) the excess animal is more than ten years of age; or"(B) the excess animal has been offered unsuccessfully for adoptionat least three times. Note that the ruling states over 10 years of age OR if the animal has been to adoption at least 3 times. Meaning that young, healthy horses will potentially go to slaughter too - lots of them. That's the part that is most disturbing to me. Karen N.
