You can, however, have a semi-QH with a 6" gullet, or a full with a 6 1/2" gullet.  It really varies by manufacturer.   While the gullet naturally increases in size with the spread of the bars, you cannot judge on gullet width alone.  Too bad there is not an industry standard!!
 
The best thing to do is look at both the bar angle visually, and match that, along WITH the gullet width to your horse.

Heres some general guidelines on sizes. These are only general, as tremendous variation occurs in what 1 saddle maker calls semi-QH-bars vs Full-QH-bars etc. There is no standardization in the industry. Also, its hard to really measure this once the saddle is built, so one has to ask.
 
1. Semi QH Bars = 6 1/2"
2. Quarter Horse Bar (aka regular QH bar) = 6 3/4" gullet
*** 1 & 2 are the most common sizes ***
3. Full QH Bars = 7" gullet (for the bulldog type QH)
4. Arabian: 6 1/2" - 6 3/4" width & shorter gullet.
5. Haflinger = 7 1/2" gullet
6. Draft = 8 1/4" gullet
