According to the article that was attached in a post earlier. They use the "babies" because they yell louder and that makes the camels run faster...really sick!!

How much longer would it take  a camel to travel a mile with a healthy 15
year old, 100 pound jockey as opposed to an malnourished, abused, enslaved,
35 pound, five year old child?
  The time that takes is the difference between abiding by the law and the
atrocities committed on these children.
