Hmmm, ours is not dusty and we have purchased it from three different feed stores in this area. Have been feeding it for three years, and have never soaked it. By pouring water over it when feeding it, it becomes a mash, and is plenty moist. We add the pelleted rice bran and powdered vitamins, e-lytes, etc. How can they choke on that?

My experience with shredded is that it still needs soaking time, and it's much dustier than pellets, which means that I'm full of beet pulp dust every time I mix feed!
