However, my problem is when I want him to sidle up to a mounting block
and stay parallel to it while I mount.  When I lead him up beside it,
he'll stand there, but as soon as I step up on the block he immediately
swings his butt away from me to face me, looking for the carrot (I think
that's what he's doing).

Shorten your outside rein just enough that it tends to signal him to swing
INTO the mounting block.
