So I looked it up.
Here is the relevant part.

Thanks for taking the time to print all that out, April.

The one thing that HAS changed is that at one point, if the LD and the 50
followed the same course, AERC allowed elevation from the LD to the 50
even if the ride was not specifically sanctioned as an elevator, but did
not allow elevating between any other distances without previous
sanctioning.  The rationale was to try to encourage people to step up to
50.  I am sorry that that is no longer the case, but I also know that it
caused a lot of dissent among ride managers who were not familiar with the
concept and who balked at it when riders requested to do so.

I would encourage RMs to consider sanctioning elevators from LD to 50, if
their trails are amenable to it, even if they don't wish to offer the
elevator concept at longer distances.
