[RC] quarter horse neck - Gabi (Ra'anana Farm)

somebody is tying the grain bucket of his 10 months old quarter horse foal at 120 cm hight.
 
I feed my horses from buckets from the ground, I am told that this is most close to nature and best for them.
 
this person has been told it is better to put the bucket up high so he developes his neck muscles.
the foal has to arch his neck to be able to get food out of the bucket.
 
is this correct?.
does is alos help for dressage horses to develope better neck muscles useful for going "on the bit"?
 
(he want to make his foal a halter horse)
