According to a naming dictionary Frances is
Female
Origin: German
Meaning:  A Free Woman

Francis is unisex/male  (eg., Sir Francis Drake, St. Francis of assisi).

The NWS, being a duly non-descriminatory government agency, alternates storm names between male and female:  http://www.tpc.ncep.noaa.gov/aboutnames.shtml  and  http://hurricane.accuweather.com/adcbin/hurricane/index.asp
