OK, here's my theory on this one.  The shod hoof is less stimulated than
the  barefoot one, which causes reduced blood circulation, because less
of the  frog and less of the sole are making contact with the ground.
It's the  contact with the ground, with the barefoot horse, that
produces more blood  flow, and stimulates better growth producing a
healthier frog and sole.

Again, that depends on the footing.  In "normal dirt" (even in our dry
conditions) there is still plenty of frog and sole contact with the
ground.
