I didn't pay enough attention to the "why", but I use it not only for my horses, but for myself. When I am doing my own conditioning walking, I always do a sprint in the last mile. It really clears out my muscles - much less muscle stiffness and crabbiness afterwards. I assume this is how it works with horses too.
