Oh come on - talk about a shell game. It doesn't matter if you call it
"substance," "drug," or "chemical compound" rule 13 still has the same
problem - lack of quantitative and qualitative clarity and specificity
in the definition of what is and is not permissible.

Oh, c'mon, Truman--you are a physicist.  ZERO is a quantity.  Ed and
several others have gone over again and again WHY there are no additional
"quatitative and qualitative" aspects to the rule, and their posts have
been right on the mark--so there is likely no point in my repeating what
they've articulated so well.

I've yet to hear any concern with the "treatment" or "procedures" - all
the concern and discussion comes about from the vaguness with respect to
 the "substances."

By "treatments" and "procedures" are you referring to such things as
bioscan, ionization, chiropractic manipulation, etc.?  Rule 13 is clear
about those, too, but apparently the reason the they have not been
discussed here is because that isn't the part of the rule that has been
questioned.  Is this a further attempt to muddy the waters with respect to
"substances?"
