I've been doing that since March. 650.00 dollars later I would say save your money, sheet your horse (mine is on pasture 24/7 and in a Kensington protective sheet. It is expensive but no rips so far...and yes she's active. Also  use Pyrranna spray...and will have to do a vetalog shot in a couple days she's so bad right now.
 
Things I have tried:
 
flax
trihist (an antihistimine)
allergy shots
Skin so soft
vetalog (an injectable cortical steroid)
 
What works:
 
Daily bathes in cool water...no soap.
Phyranna spray
Keeping her sheeted.
swat or repel ex lotion on the face plus a mask.
leg wraps (vet wrap or those cashel stockings sprayed with bitter apple)
 
The key is keeping the fly or bug from biting in the first place.    Once it bites the horse will itch.
 
Her ears and belly are bare now...but I don't know what else to do.
