Giving a participation award (that is to everyone who enters) is not a completion award. There is nothing that says that the completion award has to have a monetary value, or anything that says a participation award can not be given. The easiest way for an RM to give a shirt to everyone is to also give a piece of paper, with the name of the ride, "Completion Award", and the rider's name on it. If computer generated on the RM's computer, it would probably cost < $0.10.
