BTW, people often have attorneys send letters like that knowing that
haven't got a leg to stand on, hoping the recipient will be intimidated
into doing things they don't have to do.

Joe is right on the mark with this comment, unfortunately.  And while I
agree with the poster who listed the possible actions in order from the
least aggressive to the most aggressive, I also think that since the
neighbor has already escalated this to attorney level, you need to hire an
attorney, too.

But, since you are in the right, you may be able to do the same thing in
return--have your attorney point out everywhere that the neighbor is not
in compliance, and inform the neighbor's attorney that you will not sue as
long as he does not harrass you, but that you are prepared to do so should
the harrassment continue.
